There are many countries with different standards on their policies when their dealing with weed, that plant substance that get you high. We have to think of what countries allow it to be distriputed for the most part and what countries do not.
canada: weed is illegal sorta since 1923, but police forces around all provinces stated that the procedures would stay the same ie. you can have weed on person 1-3 grams but you better not get caught selling it. one year in prison automatic. The sales on cannabis is about $7 billion us dollars each year, three times larger than pig farming they have going on.
Mexico: for recreational use only and can have on your person about 5 grams of the good stuff
Russia: upto six grams
Turkey: the weed there is government control and is used for recreational use, controled by businesses. The cannabis seeds are even sold in stores to be crushed and added to a food dish to add some spice is a common practice.
It seems to me that there is no country with a political government of any type that actually have cannabis as a real legal use drug. America itself is one of the larger sellers and distributors if you believe it or not. Most legal-like government towards cannabis is more one sided, they have to make their money some how.
What the American citizens would like to do is actually have free game to selling and distributing the substance. They want to grow it themselves. It is a total problem to the government: they call it control of the substance to make sure it is not laced, contaminated, or too high THC.
Many citizens have gotten used to the tax free market that cannabis is in (the black market). The consumers may be iffy if the prices are jacked up like ciggerrattes constantly for tax purposes.

So, do we see what the government is contending with. To make this legal, larger companies would surely take up the market because they have the most money, crushing the personal competitions. Put harmful substances in the cannabis and consumers smoke it, the corporation goes on air to tell us that it's pro-choice to consume their products and they can't take responsibility to the people who decide it.
We say "WE WANT WEED LEGALIZED" but no one really says and agrees of how? how the fuck do we make it legal and not have it turn up on our ass like tabocco.

the government does not test for shit, maybe some universities would take the task on for whatever money they can get. If you legalize personal cultivating of cannabis and so would "white lightning" then with the distillers out in the woods with different levels of alcohol.
there's many options... personally I would stay clear of big corporations being able to produce the substance and tinker with it. Oh! maybe a plant minimum/maximum ownership and free range of consumption!! You can get a license for the ownership thus fully aware of the control and care of the plant/ plants. You can easily start from someone else's plant and there you go!
